Bucks County Business License: Health Department Food Permits and Local Business Taxes
Bucks County Business License: Health Department Food Permits and Local Business Taxes
If you searched for a Bucks County business license, the most useful answer is that there is no single one to get. Bucks County does not issue a countywide general business license, and Pennsylvania does not issue a statewide general business license either. What your business needs depends on what you sell, where you operate, whether you hire employees, and whether you rent space or rooms. For most Bucks County businesses, the paperwork is a combination of state registration, a few agency permits for specific activities, a local building permit when you change a space, and local tax accounts.
This guide walks through the Bucks County Department of Health food permits, the county's private detective licensing process, building permits, earned income tax and other local taxes, and the county hotel room rental tax. It explains who issues each approval and what to confirm before you commit money or sign a lease. Fees and timelines change, so treat each agency's current published information as the final word.
Start with state registration
Most local questions come after the state paperwork, so handle that first. Business formation and name filings go through the Pennsylvania Department of State, Bureau of Corporations and Charitable Organizations, at file.dos.pa.gov. The key figures are:
- LLC formation: Certificate of Organization (Form DSCB:15-8821) filed with a Docketing Statement (DSCB:15-134A). The filing fee is $125, and the Bureau asks filers to allow about 15 business days. Expedited options are added to the $125 fee and are available online or in person only: same day for $100 if received before 10:00 a.m., 3 hour for $300 if received before 2:00 p.m., or 1 hour for $1,000 if received before 4:00 p.m.
- LLC annual report: $7, filed online from January 1 through September 30 each year. This requirement began January 1, 2025.
- Corporation formation: Articles of Incorporation (For Profit) filed with a Docketing Statement, with a $125 filing fee. Notice of the intent to file or of the filing must be advertised in two newspapers of general circulation, one preferably a legal journal, and you keep the proof in your corporate minutes.
- Corporation annual report: $7, due January 1 through June 30 each year. Nonprofit corporations pay no fee.
- Fictitious name (DBA): Registration of Fictitious Name (Form DSCB:54-311), $70. You file it with the state Department of State, not with the county, even though you operate locally.
- Name reservation: $70 for 120 days.
Two points trip up Bucks County owners. First, Pennsylvania does not use registered agents. Instead, you list a registered office with a street and number in Pennsylvania, since a post office box alone is not accepted. If you have no Pennsylvania address, you can contract with a Commercial Registered Office Provider (CROP) and list its name and county of venue in place of an address. Listing a CROP without a contract can carry civil and criminal penalties, and a CROP cannot be used where a principal place of business is required, such as a fictitious name registration. Second, LLCs have no publication requirement, although corporations do.
Bucks County Department of Health food permits
If you plan to prepare, serve, or sell food, the Bucks County Department of Health is your main local permit office. For food businesses in the county, the health department issues the food license, not the Pennsylvania Department of Agriculture (PDA). Confirm which agency covers your exact operation before you assume a county food license is the only approval you need.
Before you sign a lease or buy equipment, ask the health department these questions:
- Does my operation type, whether a restaurant, food truck, caterer, bakery, or home-based kitchen, need a license?
- Do I need a plan review before I build out or remodel the space, and how long does that take?
- What is the current license fee, and when is it due?
- Which inspections happen before opening, and how often do they recur?
- Do I need a certified food protection manager on staff?
This guide does not list Bucks County food license fees or plan review timelines, so get those figures from the health department directly. A food license does not replace the state registration, tax accounts, or local tax filings described in this guide.
Private detective licenses
Private detective work is a licensed activity, and the process runs through the courts rather than a county business office. Applicants petition through the Bucks County Clerk of Courts, and the Court of Common Pleas approves the license. Plan for these requirements:
- Initial filing fee: $60, made up of $55 plus a $5 automation fee.
- Surety bond: $10,000.
- Fingerprinting.
- License fee: a 2025 county fee bill lists $200 for a two-year individual license and $300 for a two-year corporate license. Because that figure comes from a 2025 bill, confirm the current fee with the Clerk of Courts before you budget.
Bucks County building permits
A building permit is a local approval, not a county business license. Building permits are issued by the municipality where the work will happen, so your first call goes to the township or borough office for the property. Ask whether your project needs a permit for interior build-out, changes to plumbing, electrical, or HVAC systems, new signage, or a change in how the space is used. Ask for the local fee schedule and plan requirements, because this guide does not list them.
If you are a contractor doing home improvement work, know that home improvement contractors must register with the Pennsylvania Attorney General. Registration is a separate step from any local building permit.
Earned income tax and local services tax
Earned income tax (EIT) and local services tax (LST) for the Bucks County Tax Collection District are collected by Keystone Collections Group, which serves as the Act 32 collector. If you have employees, you will deal with Keystone for withholding and remittance. Register with the collector before you run your first payroll, and confirm the current rates, filing schedule, and registration steps directly with Keystone Collections Group.
If you are self-employed, or your business passes income through to you, ask Keystone whether your net profits are subject to EIT and how you file. Do not rely on a rate from an old article or a neighbor's experience. Local rates and rules change, and the answer can depend on where you live and where you work.
Business privilege and mercantile taxes
Some Pennsylvania municipalities levy a business privilege tax (BPT) or a mercantile tax, and the Bensalem, Bristol Township, and Middletown Township tax offices are among the places to check first, along with your own municipality. Do not assume your township levies either tax. Only places that levied one before November 30, 1988 may do so, so the township is the only reliable source. Before you budget for either tax, check with your township tax office whether it applies to your business type, what rate it uses, and when returns are due.
County hotel room rental tax for short-term rentals
Bucks County levies a Hotel Room Rental Tax of 5% of the gross room charge on stays under 30 days. The tax covers private and online short-term rentals, not only traditional hotels. If you rent a room or a home for short stays, register with the County Treasurer and obtain a Certificate of Authorization before you collect the tax.
The county tax is separate from state accounts. If you rent short-term, ask the Pennsylvania Department of Revenue whether a state Sales, Use and Hotel Occupancy Tax License also applies to your operation.
Sales tax and state tax accounts
Pennsylvania's state sales tax rate is 6%. If you sell taxable goods or services, or need a hotel occupancy license, register through myPATH using the Department of Revenue's business tax registration page. The paper PA-100 form was retired in 2022, so do not look for it. Registration now happens on myPATH.
